On 31 October 2019, the European Commission adopted a legislative package aimed at ensuring the continuation of the current common agricultural policy (CAP) until the legislation on the post 2020 CAP is in force. The package includes a proposal for a CAP transitional regulation setting out a number of adjustments to current CAP regulations, concerning their applicability beyond 2020 with new financial allocations. This proposal introduces transitional provisions and amendments that are necessary to ensure the continuity of the CAP through a one year transitional period ending on 31 December 2021 and to smooth the passage to the new policy framework envisaged by the post 2020 CAP proposals. The EU should create a competitive and sustainable battery manufacturing industry. The EU needs, therefore, a regulatory framework fit for purpose. However, this briefing shows that the design and implementation of the Batteries Directive, which is the main legal act regulating batteries and accumulators at EU level, suffer from deficiencies that makes it impossible for this piece of EU law to adequately respond to new policy challenges. Some of the most pertinent shortcomings of the directive relate to its incapacity to incorporate technical innovation, problems with certain definitions, the performance of Member States as regards the collection of waste batteries, as well as the insufficient recovery of materials from used batteries. Therefore, the Commission has scheduled a revision of the legal framework.

On 27 July 2017, the UK Financial Conduct Authority (FCA) announced its resolution to phase out the London Interbank Offered Rate (LIBOR) by the end of 2021. On 27 July 2017, the UK Financial Conduct Authority (FCA) announced its resolution to phase out the London Interbank Offered Rate (LIBOR) by the end of 2021. As supervisor of the LIBOR, the FCA wanted to allow for a smooth transition to alternative reference rates of this widely used benchmark. On 24 July 2020, the European Commission adopted a proposal to amend the Benchmarks, Regulation. The most important part of this proposal is to regulate the replacement rate of a benchmark in cessation (in this case: LIBOR) and to avoid a legal vacuum. This amendment would empower the European Commission to designate, by an implementing act, a statutory replacement rate to replace the reference to the benchmark in cessation, if this cessation may result in significant disruption of financial markets in the Union.

EU4Health programme

On 28 May 2020, the European Commission adopted a proposal for a regulation on a new health programme (EU4Health) for 2021 to 2027. Announced as part of the Next Generation EU (NGEU) recovery instrument, according to the Commission the EU4Health programme is intended to boost the EU's preparedness for major cross-border health threats and improve health systems resilience. On 28 May 2020, the European Commission adopted a proposal for a regulation on a new health programme (EU4Health) for 2021 to 2027. Announced as part of the Next Generation EU (NGEU) recovery instrument, according to the Commission the EU4Health programme is intended to boost the EU's preparedness for major cross-border health threats and improve health systems resilience. Under the proposal, EU4Health would be a stand-alone, dedicated funding programme with a budget of €10.4 billion (in current prices). However, during the ongoing negotiations on the EU's next multiannual financial framework (MFF) for the 2021-2027 period and NGEU, the budget for EU4Health has been reviewed downwards compared with what was originally proposed. According to the 21 July 2020 European Council conclusions, the programme will be allocated €1.7 billion. Stakeholders broadly welcome the proposal, but generally regret the European Council's reduction of the financial envelope allocated to it. In a July 2020 resolution on the European Council conclusions, Parliament criticised the proposed cuts to EU4Health. In Parliament, the Committee on the Environment, Public Health and Food Safety (ENVI) is responsible for the file. The rapporteur's June 2020 draft report proposes several amendments to the Commission proposal. ENVI Members tabled further amendments in July. The committee is expected to vote on the report in October. In the Council, the proposal is being examined at the level of the working party on public health. First edition. E-commerce is an essential part of the economy and of consumers shopping habits. It can support EU citizens in accessing services more easily and businesses reaching customers more targeted. The E-commerce Directive has been an important column of digital services. Still, there is need for amending the current regulation. This EAVA accompanies two European Parliament's own-initiative legislative reports by JURI and IMCO asking the Commission for legislative actions to implement a digital services act. The analysis identifies 22 main gaps and risks, which we clustered into four policy packages on consumer protection, content management and curation, facilitation of competition in online platforms ecosystems, and enhancement of enforcement and legal coherence. The analysis suggests that EU common action on consumer protection and e-commerce rules, as well as on a framework for content management and curation could add up €76 billion to the EU GDP between 2020-2030.

Evaluating the EU’s Response to the US Global Gag Rule

This study commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee, maps out the challenges the European Union faces in promoting sexual and reproductive health and rights and the prevention of gender based violence in its external action, especially in providing aid to developing countries against the backdrop of US Global Gag Rules.

Noise is one of the most important problems linked to aviation. It can lead to health issues, as well as to negative social and economic effects. Examples of health issues produced by aviation are sleep disturbance, community annoyance, cardiovascular disease, and mental health problems.
