Από την έναρξη ισχύος της Συνθήκης του Μάαστριχτ, κάθε πολίτης της ΕΕ και όλα τα φυσικά ή νομικά πρόσωπα που διαμένουν ή είναι εγκατεστημένα στην ΕΕ έχουν το δικαίωμα να υποβάλλουν αναφορά στο Ευρωπαϊκό Κοινοβούλιο, με τη μορφή καταγγελίας ή αιτήματος, για θέματα που εμπίπτουν στο πεδίο αρμοδιοτήτων της Ευρωπαϊκής Ένωσης. Οι αναφορές εξετάζονται από την Επιτροπή Αναφορών του Ευρωπαϊκού Κοινοβουλίου, η οποία αποφαίνεται σχετικά με το παραδεκτό τους και αναλαμβάνει τον περαιτέρω χειρισμό τους.
