With important challenges ahead for EU Member States, the work of tax administrations is key to protecting national budgets (and in turn the EU budget) and enforcing tax legislation. While the power to charge and collect tax lies with the Member States, with the EU having only limited competence, over the years there has been greater cooperation between national tax administrations at EU level.

In May 2022, the European Parliament postponed its discharge decision on the European Border and Coast Guard Agency (Frontex) for the financial year 2020. In its second report, Parliament's Budgetary Control Committee (CONT) is once again recommending Parliament refuses to grant discharge to Frontex, reiterating its demand that the Agency present a detailed road map showing how it intends to address the outstanding concerns.

In May 2022, the European Parliament decided to postpone the decision on granting discharge to the European Economic and Social Committee (EESC) for the 2020 budget, and presented a number of observations. Parliament's Committee on Budgetary Control (CONT) has examined the situation again, and – in its second report, taking account of progress made – recommends that discharge be granted. The vote on the second discharge report is scheduled for the October II plenary session.

In June 2020, the European Commission presented a proposal to reinforce the Union Civil Protection Mechanism (UCPM), the main instrument to coordinate the EU's response to disasters. At its April 2021 plenary session, Parliament is expected to debate and vote on the compromise text resulting from interinstitutional negotiations.

During its April plenary session, in the context of the discharge procedure for the financial year 2019, the European Parliament is due to vote on the discharge for each of 32 EU decentralised agencies and eight joint undertakings for their implementation of the 2019 budget. The Committee on Budgetary Control (CONT) proposes to grant discharge to all of these entities, except for the European Border and Coast Guard Agency (Frontex), for which it proposes to postpone the discharge decision.
