Common foreign and security policy (CFSP) has a particular status in the EU legal framework, part of which is the unanimity rule within the Council. This report analyses decision-making rules in CFSP from a 'cost of non-Europe' perspective. It identifies CFSP challenges and the extent to which they could be attributed to unanimity. This allows us to identify the current 'cost of unanimity'. The report also analyses possible alternatives to unanimity decision-making in CFSP, such as a switch to qualified ...

Ever since the end of the Cold War, Armenia and Azerbaijan have been in conflict over Nagorno Karabakh, in the longest-running conflict in the post-Soviet space. Two bloody war episodes, in 1992 and in 2020, have alternated with periods of frozen conflict over three decades, amidst the inability of the international community to find a political settlement. Russia's full-scale invasion of Ukraine in February 2022 has further altered the power balance in the region, creating a dangerous security vacuum ...

CSDP missions and coronavirus

En bref 15-06-2020

As Covid-19 adds increased pressure on international security, the EU’s Common Security and Defence Policy (CSDP) missions and operations have been adapted and contributed to the mitigation of the effects of the pandemic in host countries.

Women in CSDP missions

Étude 06-12-2017

Promoting women’s participation in CSDP missions and operations is important to sustain EU’s credibility, to improve effectiveness, to promote equality at home and abroad, to increase the talent pool for personnel, and to make the best use of our financial resources. More needs to be done by both member states and the EU to fulfil promises to implement the United Nations Security Council Resolution 1325 on Women, Peace and Security. This report looks at three issues that contribute to more inclusion ...

Since the EU adopted its Counter-Terrorism Strategy in 2005, it has focused on forging closer ties with third countries in the fight against terrorism. Cooperation with the Southern Neighbourhood in this field is particularly important. Every single country within this region is affected by terrorism to different degrees and terrorist attacks on European soil are increasingly linked with the Middle East and North Africa. The EU adopted a wide-ranging counter-terrorism approach in the South including ...
