Il-politika dwar is-servizzi finanzjarji

01-02-2018

Is-servizzi finanzjarji huma element essenzjali fl-isforzi tal-UE biex jiġi kkompletat is-suq intern bħala parti mill-moviment liberu ta' servizzi u kapital. Il-progress lejn l-integrazzjoni seħħ f'fażijiet differenti: (1) it-tneħħija tal-ostakli għad-dħul nazzjonali (1957-1973); (2) l-armonizzazzjoni tal-liġijiet u l-politiki nazzjonali (1973-1983); (3) l-ikkompletar tas-suq intern (1983-1992); (4) il-ħolqien taż-żona ta' munita unika u l-perjodu ta' qabel il-kriżi (1999-2007); u (5) il-kriżi finanzjarja ...

Il-ħruġ tar-Renju Unit mill-UE joħloq għadd ġdid ta' sfidi li għandhom implikazzjonijiet potenzjali fuq is-settur tas-servizzi finanzjarji, kemm fl-UE u wkoll lil hinn minnha.

Il-politika tal-kompetizzjoni

01-02-2018

L-objettiv ewlieni tar-regoli tal-kompetizzjoni tal-UE huwa li jippermettu l-funzjonament tajjeb tas-suq intern tal-Unjoni bħala l-fattur ewlieni li jwassal għall-benesseri taċ-ċittadini, tan-negozji u tas-soċjetà tal-UE kollha. Għal dan il-għan, it-Trattat dwar il-Funzjonament tal-Unjoni Ewropea (TFUE) fih regoli li għandhom l-għan li jipprevjenu restrizzjonijiet tal-kompetizzjoni u distorsjonijiet tagħha fis-suq intern. B'mod aktar speċifiku, jagħmel dan billi jipprojbixxi akkordji antikompetittivi bejn l-impriżi u abbuż ta' pożizzjoni tas-suq minn impriżi dominanti, li jistgħu jaffettwaw b'mod ħażin il-kummerċ bejn l-Istati Membri. Barra minn hekk, il-fużjonijiet u l-akkwiżizzjonijiet li għandhom dimensjoni tal-UE huma mmonitorjati mill-Kummissjoni Ewropea (il-"Kummissjoni") u f'ċerti każijiet jistgħu jiġu pprojbiti, jekk jirriżultaw fi tnaqqis tal-kompetizzjoni. Barra minn hekk, l-għajnuna mill-Istat lil ċerti impriżi jew prodotti hija pprojbita meta din twassal għal distorsjonijiet fil-kompetizzjoni, iżda tista' tiġi permessa f'każijiet speċifiċi. Soġġetti għal ċerti eċċezzjonijiet, ir-regoli tal-kompetizzjoni japplikaw ukoll għal impriżi pubbliċi, servizzi pubbliċi u servizzi ta' interess ġenerali.
