UE już od lat odchodzi od wytwarzania pracochłonnych produktów o niskiej wartości, aby wyspecjalizować się w produkcji towarów markowych o wyższej wartości. Przy jej otwartej gospodarce handel ma dla UE kluczowe znaczenie. W celu pokonania barier w handlu oraz wyrównania szans dla przedsiębiorstw działających na jej rynku Unia negocjuje obecnie szereg umów o wolnym handlu. UE jest także jednym z założycieli Światowej Organizacji Handlu (WTO), w której odgrywa zasadniczą rolę.

Światowa Organizacja Handlu (WTO) gwarantuje międzynarodowy system handlu oparty na uregulowaniach prawnych. Pomimo impasu w negocjacjach handlowych rozważa się modernizację zasad WTO i poszukuje rozwiązania nowych problemów globalnych. Na mocy Traktatu z Lizbony Parlament pełni wraz z Radą rolę współustawodawcy. Zatwierdza nowe porozumienia WTO i wprowadzane w nich zmiany oraz odgrywa ważną rolę jako organ sprawujący nadzór nad polityką handlową.

W swojej polityce rozwoju UE podkreśla znaczenie handlu i koncentruje się na krajach najbardziej potrzebujących. Ogólny system preferencji taryfowych (GSP) umożliwia niektórym towarom z krajów rozwijających się preferencyjny dostęp do rynku UE. Umowy o partnerstwie gospodarczym gwarantują preferencyjne traktowanie w zakresie handlu w przypadku krajów AKP, natomiast w stosunku do krajów najsłabiej rozwiniętych stosuje się zasadę „wszystko oprócz broni”.
