Postupom času EÚ upúšťa od výroby produktov s vysokým podielom práce a s nízkou hodnotou, aby sa mohla špecializovať na značkový tovar s vyššou hodnotou. Vzhľadom na jej otvorenú ekonomiku má pre ňu obchod zásadný význam. Na prekonanie obchodných prekážok a zaručenie rovnakých podmienok pre svoje podniky Únia rokuje o viacerých dohodách o voľnom obchode. EÚ je tiež zakladateľom a kľúčovým aktérom Svetovej obchodnej organizácie (WTO).

Svetová obchodná organizácia (WTO) sa usiluje zabezpečiť medzinárodný obchodný systém založený na pravidlách. Napriek bezvýchodiskovej situácii v obchodných rokovaniach sa skúmajú spôsoby modernizácie pravidiel WTO a riešenia globálnych výziev. Podľa Lisabonskej zmluvy je Parlament zákonodarcom spoločne s Radou, musí schváliť všetky zmeny alebo nové dohody WTO a má významnú kontrolnú úlohu v oblasti medzinárodnej obchodnej politiky.

Rozvojová politika EÚ zdôrazňuje význam obchodu a zameriava sa na krajiny, ktoré to najviac potrebujú. Všeobecný systém preferencií EÚ ponúka rozvojovým krajinám preferenčný prístup niektorého tovaru na trh EÚ. Dohody o hospodárskom partnerstve zaručujú preferenčné zaobchádzanie v prípade krajín Afriky, Karibiku a Tichomoria, zatiaľ čo režim Všetko okrem zbraní sa uplatňuje na najmenej rozvinuté krajiny. Tieto systémy sú v súlade s pravidlami Svetovej obchodnej organizácie.
